Billy Floyd began his Fire Service Career as a Volunteer Firefighter in 1996 with the Nichols VFD in Marion County, SC where he was born and worked as a Career Firefighter for the City of Mullins Fire and Rescue from 2001 until 2005 in which he came to the City of North Myrtle Beach. He has served as a Firefighter/PSO, Fire Lieutenant, and Training Captain prior to accepting a position as Training Captain with Horry County Fire Rescue in November 2008 and remained there until returning to North Myrtle Beach in January 2013 as the Division Chief of Fire Training. He is also an Adjunct Instructor for the South Carolina Fire Academy and has been teaching for the Academy around the state since 2006. He is also an Instructor for the South Carolina Criminal Justice Academy, National Fire Academy, and the South Carolina Emergency Management Division.

 Division Chief Floyd holds an Associate’s Degree in Fire Science from Keiser University, a Bachelor’s of Science Degree in Public Safety and Emergency Management and a Masters of Science in Leadership with an Emphasis in Disaster Preparedness and Executive Fire Leadership both from Grand Canyon University.

Derrick Heim began his career in the Fire Service as a part-time firefighter in 2006 with the New Franklin FD and Village of Clinton FD in Akron, OH.  In 2007, he became a NREMT Paramedic.  He moved to South Carolina in 2009 as a full-time Firefighter/Paramedic with Horry County Fire Rescue.  Lt. Heim started with the City of North Myrtle Beach in 2012 as a firefighter, and also held the rank of Engineer, before being promoted to Lieutenant in the Fire Training Division in March 2016. He has been an instructor for the South Carolina Fire Academy, and the South Carolina Criminal Justice Academy since 2013.

Lt. Heim is the Health and Safety Officer for the department.  Main focus for his position is on safety, OSHA compliance, EMS training, and being the department’s Infectious Control Officer.

Lieutenant Heim holds an Associate’s Degree in Fire Science and a Bachelor’s Degree in Fire Administration from Columbia Southern University.  He is currently working on a Master of Science in Occupational Safety & Health, concentration in Environmental Management Degree Program through Columbia Southern University.

The Fire Rescue Training Unit provides quality training to the department’s Fire Rescue and Uniform Patrol personnel.

Training and Certification

All Fire Rescue personnel are trained to NFPA Firefighter II. All company officers meet NFPA Fire Instructor I and Fire Officer I standards. Public Safety Officers are trained to NFPA Firefighter I. Each year, Fire Training conducts continuing training in the following areas:

  • Basic firefighter skills
  • Company Officer
  • Hazardous materials
  • Technical rescue
  • Driver / Operator
  • Emergency Medical Technician
  • ISO compliance

The Fire Training curriculum uses material from the South Carolina Fire Academy, National Fire Academy, International Association of Firefighters, International Association of Fire Chiefs, South Carolina Emergency Management, Emergency Management Institute and South Carolina Department of Health and Environmental Control. The department participates in the Horry Georgetown Training Officer’s Association and sends personnel to the Fire Department Instructor Conference (FDIC) each year.

The Department of Public Safety Fire Training Center is located at 2nd Avenue South and Bay Street, inside the North Myrtle Beach Municipal Complex.
