NMB City Council - April 5 2021 - FINAL

RESULTS – SEPTEMBER 20 CITY COUNCIL MEETING

The North Myrtle Beach City Council met at City Hall on Monday, September 20, for a 6:00 pm executive session and a 7:00 pm meeting.

-- The 6:00 pm executive session included a legal briefing regarding the Cherry Grove Dredging Project, a legal briefing regarding Section 5-15-90 of the Code of Laws of South Carolina, and a discussion concerning a possible property acquisition. City Council took no action.

-- Following the 7:00 pm meeting invocation and Pledge of Allegiance, and prior to a motion to approve the minutes from the August 16, 2021, City Council meeting, City Councilwoman Nikki Fontana moved to reconsider the vote on item 7B of the August 16 agenda: ORDINANCE/FIRST READING:  An amendment to the Waterside Section of the Parkway Group Planned Development District.

Councilwoman Fontana explained that when the vote was taken on August 16 regarding the agenda item, it was not clear to her that City Council was approving only the building elevations for the lots that were already approved in the Waterside section. Councilwoman Fontana’s motion for reconsideration was seconded and approved by City Council.

(A motion for reconsideration is allowed so long as it is made by one of the Council members who voted against an agenda item, and so long as the motion to reconsider is made prior to consideration of the minutes from the meeting at which the original vote was taken.)

Councilwoman Fontana further moved to add to the September 20 agenda a motion to approve on first reading the building elevations for the Waterside Section of the Parkway Planned Development District, and that the applicant make the revisions to the building elevations included in footnotes from the Planning Commission before second reading. Councilwoman Fontana’s motion was seconded and approved by City Council. The second reading of the proposed ordinance will occur at City Council’s regularly scheduled October 4 meeting.

-- City Council adopted a resolution approving a pre-annexation agreement for Lot 28 on Riverside Drive.

-- City Council adopted a resolution requesting that the South Carolina General Assembly take the necessary action to continue to allow local governments to collect user fees that fund critical needs, such as public safety and infrastructure.

-- City Council approved a special event permit for the September 25, 10:00 am-4:00 pm, 17th Annual Irish Italian International Festival on Main Street. Admission is free. For more information, visit https://www.nmb.us/393/Irish-Italian-International-Festival 

-- City Council passed second (final) reading of an ordinance conveying approximately 0.16 acres to HTC in exchange for fiber optic services to City facilities.

-- City Council passed the second reading of an ordinance conveying approximately 0.60 acres to Hillside Development, LLC in exchange for a drainage easement over property owned by Hillside.

-- City Council passed second reading of an ordinance amending the Barefoot Resort and Golf Planned Development District (PDD) regarding Villas Townhomes at the Dye Estates.

-- City Council passed the first reading of an ordinance to amend the City's Noise Ordinance to include certain decibel levels at which noise can be maintained, but cannot exceed, and to place decibel level standards on obscene, profane, and/or vulgar lyrics played within the City.

-- City Council passed the first reading of an ordinance pertaining to a request for annexation and a zoning designation for 0.58 acres on Cenith Drive.

-- City Council passed the first reading of an ordinance pertaining to a petition for annexation and a zoning designation for 0.36 acres on Cenith Drive.

-- City Council passed the first reading of an ordinance to amend the Barefoot Resort and Golf Planned Development District (PDD) regarding Sea Glass II.

-- City Council held a second public hearing regarding an amendment to the Barefoot Resort and Golf PDD Development Agreement regarding Sea Glass II.

-- City Council passed the first reading of an ordinance to amend the Barefoot Resort and Golf Development Agreement regarding Sea Glass II and to authorize the City Manager to sign the document on behalf of the City.

-- City Council passed the first reading of an ordinance to amend the Barefoot Resort and Golf Planned Development District (PDD) regarding the Townhomes at Barefoot Resort.

-- City Council held a second public hearing regarding an amendment to the Barefoot Resort and Golf PDD Development Agreement for the Townhomes at Barefoot Resort.

-- City Council passed the first reading of an ordinance to amend the Barefoot Resort and Golf Development Agreement regarding the Townhomes at Barefoot Resort and to authorize the City Manager to sign the document on behalf of the City.

-- City Council held a second public hearing regarding an amendment to the Barefoot Resort and Golf PDD (Dye Estates MF-4) for the Villas Townhomes at the Dye Estates.

-- City Council passed the first reading of an ordinance to amend the Barefoot Resort and Golf Development Agreement regarding the Villas Townhomes at the Dye Estates and to authorize the City Manager to sign the document on behalf of the City.
