[ARCHIVED] RESULTS: December 5 City Council Workshop & Executive Session

NORTH MYRTLE BEACH, S.C. -- The North Myrtle Beach City Council met in a regularly scheduled meeting on December 5, 2022, at 7 p.m.

 

Prior to the regularly scheduled meeting, council members held an executive session to discuss the following items. No votes were taken. 

  1. A legal briefing regarding a multi-county business park
  2. A discussion regarding a potential property acquisition
  3. A discussion regarding potential contracts with Beam & Associates and Capitol Consultants regarding lobbying 
  4. A legal briefing regarding private beach accessways
  5. A legal briefing regarding a proposed agreement for a signal light on Sea Mountain Highway and Ye Olde Kings Highway
  6. A legal briefing regarding sovereign citizens 

During the regularly scheduled meeting, Council Members approved the following minutes:

  • City Council Workshop, Monday, October 24, 2022
  • City Council Meeting, Monday, November 7, 2022
  • City Council Workshop, Wednesday, November 16, 2022 

The items below were approved on the consent agenda:

  1. RESOLUTION: Adoption of Tax-Advantage Bond Compliance Policies and Procedures
  2. RESOLUTION: Regarding appeals from decisions of the City Engineer involving rights-of-way and construction within areas where the City is managing land under Federal and/or state jurisdiction
  3. MOTION TO APPROVE: 2023 City Council Schedule 

Several unfinished business items were also approved. Three items were postponed at the request of the petitioner:

  1. ORDINANCE/SECOND READING: Petition for Annexation and Zoning Designation for 3.28 acres on Highway 90 (PASSED)
  2. ORDINANCE/SECOND READING: Amendments to Chapter 20, Land Development Regulation, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding wetland water quality buffers (PASSED)
  3. ORDINANCE/SECOND READING: Amendment to the Barefoot Resort Planned Development District (PDD) regarding Dye Club Villas (PASSED)
  4. ORDINANCE/SECOND READING: Amendment to the Barefoot Resort PDD Development Agreement regarding the Dye Club Villas and to authorize the City Manager to sign the document on behalf of the City (PASSED)
  5. ORDINANCE/SECOND READING: Amendment to the Parkway Group Planned Development District (PDD) regarding The Preserve (PASSED)
  6. ORDINANCE/SECOND READING: Amendment to the Parkway Group PDD Development Agreement regarding The Preserve and to authorize the City Manager to sign the document on behalf of the City (PASSED)
  7. ORDINANCE/SECOND READING: Petition for annexation and zoning designation for 221.42 acres off Water Tower Road and Long Bay Road NOTE: Petitioner has requested to postpone (POSTPONED TO NEXT CITY COUNCIL MEETING ON JANUARY 9, 2023, AT REQUEST OF PETITIONER)
  8. ORDINANCE/SECOND READING: Regarding the Lauret Associates Tract Development Agreement and authorize the City Manager to sign the document on behalf of the City NOTE: Petitioner has requested to postpone (POSTPONED TO NEXT CITY COUNCIL MEETING ON JANUARY 9, 2023, AT REQUEST OF PETITIONER)
  9. ORDINANCE/SECOND READING: Creating the Third Amendment to the Sandridge Tract Development Agreement and authorize the City Manager to sign the document on behalf of the City NOTE: Petitioner has requested to postpone (POSTPONED TO NEXT CITY COUNCIL MEETING ON JANUARY 9, 2023 AT REQUEST OF PETITIONER)

Several new items on the agenda were also approved. One item was tabled in order for Council Members to have a workshop for further discussion. Another item was postponed at the request of City Staff members. 

  1. ORDINANCE/FIRST READING: To adopt guidelines related to the redistricting plan for the revision of North Myrtle Beach ward lines (PASSED)
  2. ORDINANCE/FIRST READING: Amendment to Chapter 22, Vehicles for Hire, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding vehicle immobilization devices (PASSED)
  3. ORDINANCE/FIRST READING: Amendment to the Parkway Group Planned Development District (PDD) regarding the Waterside entry sign (PASSED)
  4. ORDINANCE/FIRST READING: Amendment to Chapter 5, Beaches and Waterways, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding bicycles on the beach or in the dune area (TABLED IN ORDER FOR COUNCIL MEMBERS TO HOLD A WORKSHOP. A DATE WAS NOT SET FOR THE WORKSHOP)
  5. ORDINANCE/FIRST READING: Amendment to Chapter 21, Article 2, Section 21-39, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding parking fee/rate (PASSED)
  6. ORDINANCE/FIRST READING: Parking fee adjustment in city-owned public parking lots and rights-of-way (PASSED)
  7. ORDINANCE/FIRST READING: Amendment to Chapter 16, Offenses and Miscellaneous Provisions, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding urban camping and improper use of public places (PASSED)
  8. ORDINANCE/FIRST READING: Amendment to the Prince Resort Planned Development District (PDD) regarding a full-service hotel and parking structure NOTE: Staff has requested to be postponed (POSTPONED AT THE REQUEST OF CITY STAFF MEMBERS UNTIL NEXT COUNCIL MEETING ON JANUARY 9, 2023)
  9. ORDINANCE/FIRST READING: Petition for Annexation and Zoning Designation for 0.51 acres on Cenith Drive (PASSED)
  10. ORDINANCE/FIRST READING: Petition for Annexation and Zoning Designation for 0.58 acres on Cenith Drive (PASSED)
  11. ORDINANCE/FIRST READING: Petition for Annexation and Zoning Designation for 0.70 acres on Cenith Drive (PASSED)
  12. ORDINANCE/FIRST READING: Amendments to Chapter 23, Zoning, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding minimum site dimensions mobile/manufactured homes (PASSED – COUNCIL MEMBER TREY SKIDMORE RECUSED HIMSELF)
  13. ORDINANCE/FIRST READING: Amendments to Chapter 23, Zoning, of the Code of Ordinances of North Myrtle Beach, South Carolina regarding standards for oceanfront decks and dune walkovers (PASSED)
  14. ORDINANCE/FIRST READING: Amendment to Chapter 16, Offenses and Miscellaneous Provisions, of the Code of Ordinances of North Myrtle Beach, South Carolina establishing the Trespass Enforcement Authorization Program (PASSED)
  15. ORDINANCE/FIRST READING: Amendments to Chapter 15, Municipal Utilities, of the Code of Ordinances of North Myrtle Beach, South Carolina (PASSED)
